Clearance Level Definitions:

Level 0 (L0): General Public / Uncertified
Citizens without direct Firewatch affiliation. Access to public advisories only. Limited information regarding anomalous events, relying on general civic duty guidelines (e.g., VCAERS Citizen Certification).
Level 1 (L1): Field Observer (Provisional)
Auxiliary personnel or new recruits under direct supervision. Authorized for basic observation and non-engagement reporting in designated, low-risk zones. Minimal equipment access. (E.g., new Firewatch Recruits before full training completion).
Level 2 (L2): Firewatch Initiate
